This report investigates the global capacity strengthening needs of local civil society organizations (CSOs), focusing on technical expertise and leadership. Key findings reveal a disconnect between local interpretations of technical expertise, which often overlap with operational skills, and HLA's standards. Additionally, respondents highlighted significant barriers to capacity strengthening opportunities, primarily linked to funding limitations, discrimination, and digital divides. A strong emphasis emerged on the need for localized capacity development initiatives that cater to the unique challenges faced by local organizations within their context.
